This Instruction Memorandum finalizes the Utah OHV Management Approach, calls for an End Of Year Accomplishments Report, and re-emphasizes the priority and importance of OHV management throughout the Utah Bureau of Land Management (BLM).

It has been over one year since the development and release of the Utah OHV Management Approach. At the time the document was released it was titled "Interim." This was done because of an announcement by the Washington Office that a national OHV strategy would be developed. With the release of the national OHV Strategy in January 2001, the statewide OHV team has updated the Utah OHV Management Approach. Rather than trying to merge the national strategy with our document, we are incorporating the national strategy by reference since the documents are complementary. Utah BLM is supportive of the national strategy and will comply with recommended actions as funding and staffing allows.

The Utah OHV Management Approach requires the annual tracking and reporting of accomplishments. Each field office should report on accomplishments made during this first year to meet actions outlined in the management approach. Reports should be brief and should address actions taken to protect public land resources, provide opportunities for OHV use, and work in partnership with other agencies, counties, tribal governments, user groups, and other interest groups.

Following is an example of the accomplishment report format:

PROTECTING PUBLIC LAND RESOURCES:

  • Completed implementation of Grand RMP designations (field work)
  • Increased user contacts
  • Initiated pre, post, and day of event trail counts and monitoring
  • Issued 5 OHV related citations
  • Continued surveillance of WSA=s (2 WSA=s adopted)
  • Installed 100 OHV signs
  • Marked route and naturalized 2 hill climbs in Pritchett Canyon,
  • Installed boundary fence at Sand Flats Recreation Area

PROVIDING OPPORTUNITIES FOR OHV USE:

  • Renewed Jeep Safari special recreation permit (450 entrants)
  • Issued BC Rattlers special recreation permit
  • Renewed/Issued 12 touring special recreation permits (356 visits per year)
  • Completed cultural inventory of White Wash Sand Dunes (400 acres)
  • Prepared 5 OHV designation handouts
  • Maintained trail marking on 6 trails covering 60 miles

WORKING IN PARTNERSHIP

  • Provided information to Grand County Access Committee
  • Supported Red Rock 4 Wheelers App., provided trail marking supplies
  • Assisted with marking of F&T=s
  • Met with SSC & Southern Utah Land Users for area trail system
  • Met with Colorado BLM and user groups regarding Westwater WSA

The finalized Utah OHV Management Approach is attached. Please provide digital photos of projects you have completed such as signing and fencing. Send your accomplishment reports via email to Robin Fehlau by November 15, 2001. The final report of accomplishments will be sent to each field office and the Washington Office.
